Serco at the Norfolk and Norwich University Hospital

The Norfolk and Norwich University Hospital, a £229 million investment in healthcare for Norfolk, was designed with input from NHS Trust staff and built by Octagon Healthcare Limited, a “special purpose vehicle” (SPV) formed specifically to design, build and maintain the campus.

Work started on the new hospital in January 1998 and the main construction phase was completed in August of 2001. Octagon has a 60 year contract with the Norfolk and Norwich University Hospitals NHS Foundation Trust to provide the Trust with non-clinical services, which in turn are managed by Serco services.

This includes building and ground maintenance, catering, car park management, portering, security, cleaning, laundry, and waste disposal, enabling the Trust to concentrate on its core business of delivering healthcare.

Background

Octagon Healthcare Limited is a special purpose vehicle created by 3i plc, Barclays UK Infrastructure Fund, Innisfree PFI Fund, John Laing Investments and Serco Investments with the aim of fulfilling the design, construction, finance and part operation of the new hospital. The company is financed by a consortium of 18 banks and five shareholders.

The Norfolk and Norwich University Hospital was completed in August 2001, 20 weeks ahead of schedule and within budget. Approval was given in July 2000 to add an additional 144 beds in two ward blocks to the original plan. The work on the additional ward blocks was completed in August 2002 almost one year after the first completion phase.

Octagon entered into a number of sub-contracts to assist in fulfilling its responsibilities to the Norfolk and Norwich University Hospitals NHS Foundation Trust. The principal ones are:

  • Hospital design and construction – John Laing Construction
  • Provision of maintenance and support services – Serco

Serco’s role

Serco is contracted to provide all non-medical services in support of the hospital, these include the following:

  • Grounds Maintenance
  • Domestic
  • Portering
  • Catering
  • Waste Disposal
  • Laundry (Sub contract)
  • Security
  • Car parking
  • Estates ( Grounds & maintenance)
  • Energy & Utilities
